Neighbourhood Forum and Area Designation
Council granted the applications on 1st October 2014.
The Forum expired after five years and was re-designated by Council on 16th December 2019.

Examination of the plan
We appointed an independent examiner, Tony Burton MRTPI.
Submission documents
The examiner produced a set of questions in August 2022 for Park Ward Neighbourhood Forum (qualifying body) and Calderdale Council. This was based on an initial assessment of the submitted plan and representations received through the Regulation 16 Publicity/Consultation.
The examination was conducted through written representations rather than a virtual public inquiry.

Referendum
After an independent examination, Calderdale Council deemed that the plan should go to a referendum. This took place on 9th February 2023.
The referendum question was:
"Do you want Calderdale Council to use the Neighbourhood Plan for Park Ward to help it decide planning applications in the neighbourhood area?"
- There was a turnout of 10.11%.
- The results of the poll were 821 votes in favour (86%) and 128 votes against (14%).
More than 50% of those voting in the referendum voted 'yes'. Therefore the Plan now carries full weight and is considered to be part of the statutory development plan for the Park Ward Neighbourhood Plan Area.
Adoption
The Plan was adopted by a meeting of Full Council on 22nd March 2023.
