Joint Health Scrutiny Committees (JHSCs)

These are the committees where we work with other local authorities in West Yorkshire.

When there are specific health matters to consider, we convene a joint Committee with other Councils to:

  • Discuss the challenges and opportunities for residents and relevant local organisations.
  • Hear from members of the public, the NHS and other interested organisations.
  • Make recommendations to the NHS and other bodies.

For example, proposed changes to specialist services that affect more than one Council area.

West Yorkshire JHSC

This brings together all West Yorkshire local authorities to scrutinise the work of the West Yorkshire Health and Care Partnership.

The Partnership becomes a statutory body on 1st July 2022. It will be responsible for commissioning NHS services throughout West Yorkshire. This makes the work of the JHSC even more important.

Calderdale and Kirklees JHSC

This committee was formed to look at NHS proposals to reconfigure the hospitals in Halifax and Huddersfield.

In September 2017, the proposals were passed to Jeremy Hunt MP, who was then Secretary of State. After the referral, Mr Hunt required the local NHS to change their plans.

The Committee still meet to make sure the plan's implementation is in line with what the Secretary of State required. Also, that it is in the best interests of people in Calderdale and Greater Huddersfield.
