RPZs are set up in areas where residents have had issues with on-street parking. These problems are generally caused by vehicle congestion, often from businesses, shoppers or commuters. To alleviate these parking problems, an RPZ is introduced. These areas are then reserved or restricted and the residents are issued with parking permits.
The RPZ is created through a Traffic Regulation Order (TRO).
