Plan making involves guiding new development to appropriate locations, while protecting our natural environment and built heritage. It also provides guidance to developers on submitting planning applications.
Our planning decisions are based on the Local Plan and any adopted Neighbourhood Plans.
Local Plan
This is the statutory development plan for Calderdale and was adopted in 2023.
It provides a framework for guiding planning decisions and establishes where new jobs, homes and services will be located.
Placemaking and Design Guide
This is our guidance on meeting the Local Plan policy for design.
- It applies to all types of development in Calderdale that require planning permission;
- It is expected that it will be taken into account by applicants.
Planning policy guidance (SPDs)
Supplementary planning documents give further information on the implementation of Local Plan policies.
The guidance is issued to help developers draw up planning applications and decision takers to make their decisions.
Neighbourhood Planning
This was introduced in the Localism Act 2011.
It gives local people a major statutory say to help shape development in the areas where they live.
Gypsies and Travellers and Travelling Showpeople Development Plan Document (DPD)
This DPD, when adopted, will form part of the Calderdale Development Plan, alongside the Local Plan and Neighbourhood Development Plans.
Evidence base
These documents underpin the Local Plan.
Community Infrastructure Levy (CIL)
This raises funds from developers undertaking new building projects in Calderdale. It is then used to fund the infrastructure needed as a result of development.
It is planned that later this year the proposed CIL will be examined.
