Zebra/Pelican Crossings
Some changes to the highway, such as new zebra/pelican crossings and road humps need a formal legal procedure. This is controlled by various elements of legislation, which includes:
- the Road Traffic Regulation Act 1984;
- the Highways Act 1980;
- and the Highways (Road Humps) Regulations 1999.
When these changes are proposed, we will:
- Post formal notices on the proposed site.
- Advertise them in the local newspaper.
- Update this page.
Other schemes
We routinely consult on other proposed works to the highways that are outside of any legal process. Such as, when local people are directly affected.
Information on proposals is normally sent directly to those affected and we ask for their views on proposed changes. When we get feedback, we consider if it is relevant and if it can be included in the scheme.

Beech Hill Estate (Halifax)
Proposed speed cushions, narrowing and speed table
There is an ongoing review of the traffic situation in the Beech Hill estate.
Proposal
To install a series of speed cushions and a speed table to restrict speeds on Richmond Road, Halifax.
Why we want to do this
It will support a proposed speed limit reduction along these roads to improve safety in the area. The speed limit change will be consulted on later.
Note: The proposed works are funded by specific capital funding. This cannot be used for other schemes or services, such as highway maintenance.

What will happen next
At the end of the consultation, all feedback will be collated. The results will be reported to the Assistant Director (Strategic Infrastructure) for them to consider.
The outcome of this will be to:
- progress the proposal as advertised;
- or amend the proposal (which may need further consultation);
- or withdraw the proposal.
Everyone who had commented will be written to once a decision has been made, with reasons for the decision.
