Proposed PSPO for Anti-Social use of Vehicles

Have your say on the draft PSPO.

With support from the Community Safety Partnership, we propose to introduce a Public Space Protection Order (PSPO), to:

  • Limit the anti-social use of vehicles within the borough.
  • Address a range of anti-social behaviour (ASB) and activity where we often see vehicles involved.

For those who breach the order, both the Council and Police will be able to:

  • issue fines;
  • or prosecute offenders.

Some of the things we aim to tackle are:

  • Too much noise from vehicles.
  • Danger caused to other road users or members of the public using the highway or open spaces, such as parks.
  • Damage to private property.
  • Where people gather or 'hang around' in a way that causes or is likely to cause:
    • alarm, harassment or distress;
    • or simply a detrimental impact on quality of life.
  • Verbal harassment from vehicles, which includes behaviour towards women and girls that is not acceptable. For more about this, visit: Jog On initiative (West Yorkshire Police).

This order will apply throughout the borough of Calderdale on any land that the public has access to. It is part of our ongoing response to ASB, road safety and the safety of women and girls. For more about this, visit:

We know the impact that this has on communities and businesses across Calderdale. We also think that this response will have better outcomes for the whole of Calderdale.
