Report a complaint about a high hedge

Submit a complaint to the Council about a high hedge if you have already attempted to resolve the issue with the hedge owner.

Before using this form you should attempt to resolve the issue with the hedge owner.  

After completing this form you must send a copy to the hedge owner/people living in the property where the hedge is located. 

Complaints about a high hedge are made under Part 8 of the Anti-social Behaviour Act 2003. The form should be completed by the person making the complaint or their representative.

Before you begin, it would be helpful to have these to hand:

  • Details of discussions you have had with the hedge owner in an attempt to resolve the issue.
  • Copies of any letters or documents you may have in relation to previous attempts to resolve the issue.
  • Photos of the hedge that support your complaint.
  • A plan or sketch of both the site where the hedge is growing and the property it is affecting, with the hedge clearly marked on it.
  • Details about any previous complaints made to the Council about the hedge (include the date and reference number on the Council's decision letter if known).
  • Name, address and contact details of all the persons and properties involved. 

This form can only be used if the hedge meets all of the following conditions: 

  • Made up of a line of two or more trees.
  • Mainly evergreen (keeps its leaves all year round).
  • At least two metres high.
