We propose to make this ETRO to promote a safer residential environment.
Mile Cross terrace is a wide private residential road. It has increasingly been seen to be used as a 'rat run' and a place to drive badly.
Several complaints have been received from residents. These state that drivers' behaviour creates a risk to pedestrians and reduces the amenity of the area.
Proposed scheme
The main aim is to improve road safety for pedestrians, cyclists and residents.
The proposed scheme is to restrict all through access to vehicles along Mile Cross Terrace. Cyclists and pedestrians will still have access. To do this, we will provide a point closure close to the centre. The road closure will be in place 24 hours per day and 7 days per week.
The proposed scheme is to create a road closure under an ETRO. Relevant signing and temporary barriers will be placed in the highways, specifically at the closure point. This is to make sure the scheme is achieved as intended.
The legal order
We consider an ETRO to be appropriate because the implications for the surrounding road network are uncertain. As such, the impact of the experiment will be regularly reviewed, monitored and assessed whilst the order is in operation. The ETRO will allow us to react more quickly if circumstances require the measures to be modified or removed.
The ETRO will last for a maximum of 18 months. In the first six months, there will be a consultation period. People will have the chance to give their views, either in support or against the change. Such comments will be considered very carefully. They may lead to the revisions to the scheme to achieve improved results and will help us to determine if a permanent order should be made.
A decision will be made by the Governing Body on whether to introduce the scheme on the road permanently. This will be made after the consultation period closes, but before the ETRO ends.

What happens next
After the consultation period ends, all representations and comments received will be considered by the Case Manager.
A report that contains their recommendations will be presented to the Governing Body for final consideration.
