Stafford Road is a residential road that has increasingly been seen used as a "rat run" to avoid busier roads. Most of the road is two-way, but the extreme eastern end is one way only (from Huddersfield Road). There is currently a 'No Right Turn' in place on Huddersfield Road, preventing access from the southbound carriageway.

Several complaints have been received from residents. These mostly relate to poor compliance by drivers of the banned right turn from Huddersfield Road into Stafford Road. This creates a risk to pedestrians and increases through traffic. On occasions, drivers also ignore the one-way section of Stafford Road and using it as access onto Huddersfield Road.

Affected residents were consulted in March 2023 and there was support for the proposal (11 in support, 4 against)

Proposed scheme

The main aim is to improve highway safety for pedestrians, cyclists and drivers. We propose to stop all vehicle access to Stafford Road from Huddersfield Road. Cyclists and pedestrians will still have access. To do this we will provide a point closure at the junction. The road closure will be in place 24 hours per day and 7 days per week.

The proposed scheme is to create a road closure under an ETRO. Relevant signing and temporary barriers will be placed in the highways, specifically at the closure point. This is to make sure the scheme is achieved as intended.

This proposal is due to start on 14th September 2023.

The legal order

We consider an ETRO to be appropriate because the implications for the surrounding road network are uncertain. As such, the impact of the experiment will be regularly reviewed, monitored and assessed whilst the order is in operation. The ETRO will allow us to react more quickly if circumstances require the measures to be modified or removed.

The ETRO will last for a maximum of 18 months. In the first six months, there will be a consultation period. People will have the chance to give their views, either in support or against the change. Such comments will be considered very carefully. They may lead to the revisions to the scheme to achieve improved results and will help us to determine if a permanent order should be made.

A decision will be made by the Governing Body on whether to introduce the scheme on the road permanently. This will be made after the consultation period closes, but before the ETRO ends.
