The parish of Todmorden was designated as a neighbourhood area in 2017 and redesignated in 2022. A draft neighbourhood plan and design code have been made.
The draft plan will be subject to a local referendum on 6th March 2025.

Neighbourhood Forum and Area Designation
Council granted the application on 27th April 2017.
Pre-submission consultation (Regulation 14)
Todmorden Town Council resumed work on the neighbourhood plan after the Calderdale Local Plan was adopted.
A series of committee meetings and public consultation days were held in 2023.
They then had a consultation on their draft plan from 21st September to 2nd November 2023 (Regulation 14).
Submission to authority
An updated draft plan was submitted to Calderdale Council on 31st January 2024.
Publication stage (Regulation 16)
A consultation was held from 12th February to 25th March 2024. This is in accordance with Regulation 16 of the Neighbourhood Planning Regulations 2012 (as amended).

Examination of the plan
We appointed an independent examiner, Nigel McGurk MRTPI.
The examination of the plan began on 5th July and ended on 1st October 2024.
We will post an update here when Cabinet decides about a referendum.

The examination was via written representations rather than a virtual public inquiry.
Referendum
After the independent examination, Cabinet determined that the Todmorden Neighbourhood Plan should go to a referendum. This took place on 6th March 2025.
The referendum question was:
"Do you want Calderdale Metropolitan Borough Council to use the neighbourhood plan for Todmorden to help it decide planning applications in the neighbourhood area?"
- Turnout was 13.9%.
- The results was 1,288 voted 'Yes' (79%) and 342 voted 'No' (21%).
As more than 50% of those that voted said ‘yes’:
- The Plan will now go to the full Council meeting planned for 9th April 2025. To be adopted as part of the statutory development plan for the Todmorden Neighbourhood Area.
