Decision Statement

This sets out our response to each of the proposed recommendations made by the Independent Examiner:

Referendum

After the independent examination, Cabinet determined that the Todmorden Neighbourhood Plan should go to a referendum. This took place on 6th March 2025.

The referendum question was:

"Do you want Calderdale Metropolitan Borough Council to use the neighbourhood plan for Todmorden to help it decide planning applications in the neighbourhood area?"

  • Turnout was 13.9%.
  • The results was 1,288 voted 'Yes' (79%) and 342 voted 'No' (21%).

As more than 50% of those that voted said ‘yes’:

  • The Plan now carries full weight;
  • and is considered to be part of the statutory development plan for the Todmorden Parish.

Adoption

The Plan was adopted by a meeting of Full Council on 9th April 2025.
