We want to prevent deaths and serious injuries on Calderdale's roads. As part of the West Yorkshire Vision Zero Partnership, we work with partners to reduce road danger. The main factors that contribute to fatal collisions are the fatal five behaviours. Speeding is one of these.
We recognise the anti-social and intimidating impacts of speeding on local communities, affecting safety on our roads.
We are part of the West Yorkshire Safety Camera Partnership which promotes compliance with speed limits and traffic signals. West Yorkshire Police enforce speed limits across the road network at known casualty hotspots and other sites of concern.
The use of speed cameras is one tactic used to improve speed compliance and may not be the first resort. Other possible intervention that may be considered include education/publicity, changes to signage, road layout and other enforcement options.
The Safety Camera Partnership have updated their guidance. They can now enforce speeds at community concern sites where traffic data shows evidence of speed limit non-compliance.

After you submit a site of concern
If the site meets the criteria:
- The Partnership will attend the site at least three times.
- Along with the West Yorkshire Safety Camera Partnership, we will perform ongoing reviews of the site.
Note: The location must be suitable for camera enforcement. For example, there are the required sightlines, available parking and such.
If the site does not meet the criteria:
- We will refer current traffic flow data to the Safety Camera Partnership for them to evaluate against the criteria.
- Where no current traffic flow data is available, new data may be commissioned using a temporary seven-day speed survey.
Enforcement
The Safety Camera Partnership cannot guarantee a time period by which enforcement will take place. This is due to the need to respond flexibly to a number of concern sites across the county. Community concern sites may benefit from intensive enforcement over a short time, followed by a longer period before enforcing again. This allows the Partnership to improve driver behaviour in as many locations as possible.
The purpose of enforcement at community concern sites is to improve speed compliance. If data shows the problem has improved due to camera deployment, resources may be moved to areas with greater risk.
Camera enforcement is not possible at every location. For some places other things may be considered and/or tried first.
The investigation of a community concern site is a process that varies case by case. Speed tubes are usually laid in response to the reporting of a community concern site. Depending on the results, these may be submitted to the Partnership for assessment or neighbourhood policing team for local enforcement. We will let you know the outcome of your report and whether action will be taken e.g. through traffic calming.
If your speeding concerns remain following your submission of a site, you can contact us again. Advise us of the location and further details such as the time of day this takes place. The matter will then be reviewed with the local neighbourhood policing team and Safety Camera Partnership.
Assessment
We cannot advise of the expected period before an assessment due to the number of ongoing submissions across West Yorkshire.
If a site meets the criteria for enforcement, we will not normally notify you of enforcement taking place. This is in line with our approach to deploy safety cameras with or without using speed camera warning signs. We aim to reduce risk by encouraging safe speeds on the road network, regardless of whether drivers expect enforcement.
The Safety Camera Partnership only enforce sites where there is evidence of non-compliance with speed limits, in line with criteria. This allows resources to be used for areas of greatest risk.
