Apply for a new driver licence

You must apply online for these licences.

Before you apply, please read these documents: Taxis and Private Hire Policy.

You must complete all requirements then apply online. Important note: There are no exceptions for drivers who hold a taxi badge with another local authority.

Applications will take six weeks for the initial processing. We will then email you to let you know what the next course of action is. Please do not ask for an progress update if it is less than six weeks since you applied. Staff are busy with applications and it could extend the six week waiting time  for you.

Important notes:

  • You must be over 21 years old and have held a full driving licence for more than two years.
  • Fees are not refundable.
  • From 1st July 2025, your application must be completed within six months.

To verify your employment status with the Home Office, you must provide:

English Test

You must complete and pass 'English to Speakers of Other Languages' (ESOL) entry 3 in speaking, listening and reading. (Unless you have a Level 1 English taught qualification that was completed in the UK.)

The assessment is held at: Crosland Moor Learning Centre, 15 Park Road West, Huddersfield, HD4 5RX.

How to book 

To book an English assessment with Crosland Moor Learning Centre, you can:

You must book in advance. Walk-ins will not be processed.

Please have your driving licence details available at the time of booking. Remember to bring them with you for the assessment.

Fee

The fee is £35.00. 

This is payable by debit/credit card. The link will be sent to you once your booking has been received. This is usually within two working days of receiving the booking.

Local Knowledge Test

You only need this if you apply for a Hackney Carriage or Dual badge.

It is written test to show your knowledge of:

  • The Calderdale area.
  • Conditions that relate to a driver's license. These can be found in the Hackney carriage and Private Hire licensing policy.

The test is multiple choice and to pass you must score 80% or more.

Note: There are no materials given to you to help you with this test.

Advanced Practical Driving Test

You must pass a practical driver training test.

  • This can be done at any stage, but must be completed and passed before you submit your application.
  • The pass certificate must be less than one year old when you submit your application.

A medical

This must be completed by your own registered GP less than 6 months before your apply.

  • You will need to pay the fee directly to the GP.
  • The GP must sign a passport size photo of you.

You must print off these forms to take with you when you have the medical:

If your GP does not provide a Taxi Medical service

Get a letter from the GP to confirm that:

  • they do not provide Taxi Medicals;
  • and that you are their registered patient.

We can then issue you an authority letter to attend another GP. Note: Do not attend another GP without this letter.

Enhanced Disclosure and Barring Service (DBS)

You must apply for and provide a copy of your certificate.

Important note: You must sign up to the DBS update service. If you do not sign up or pay the annual fee, your licence could be suspended.

Note: If your DBS shows convictions, cautions or other relevant information, we may want to interview you. A final decision will only be made after this has been done.

Safeguarding training

This is delivered online by Blue Lamp Trust.

Note: You must show your ID (driving license card or passport).

You will get an eCertificate by email after you complete the course.

Your Tax Responsibility

Important note: If you do not do this, you will not be issued with a licence.
