Digital and ICT

Assistant Director ICT & Digital: Karl Grocock

What this service does:

  • Leads and supports our ICT infrastructure.
  • Delivers traded services to schools and partners.
  • Provides customer focused IT support to all Directorates and external customers.
  • Plays a key role that supports smarter services. These deliver major savings in demand management, digital, workforce and systems development.
  • Leads on our Digital Strategy and Digital Transformation to actively contribute to our Vision 2024.
  • Leads on digital transformation projects, internal system development and systems integration.
  • Identify appropriate and consistent technology to deliver robust solutions for improved service delivery and customer focussed services.

Finance

Finance provides a comprehensive range of financial management and advisory services to the Council and its Directorates.

This is to meet legal requirements for financial transactions undertaken, while helping improve 'value for money' within the Council.

  • Acting as agent to Halifax and Brighouse BID companies. Includes admin, billing, collection and recovery of levies.

Sundry Income

This covers the recovery of invoices raised to customers for fees and charges that contribute to the cost of services.

The Commercial Procurement Unit provides advice and support to the Council in all aspects of purchasing goods and services, regardless of the size of the purchase.

Occupational Health

Your staff are key to your business and your service delivery. Occupational Health (OH) is a specialist branch of medicine that focuses on the physical and mental wellbeing of employees in the workplace. We offer advice and guidance encourage safe working practices and supporting the management of employee's health at work. The aim of the OH service is to support the referring manager in their decision making when dealing with health issues in the workplace. OH, will support the employee in the workplace by focussing on what the individual can or cannot do, rather than the medical condition.

Recruitment and Resourcing

Responsible for the advertising and recruitment of posts across the Council. Training, advice and guidance is given to recruiting managers to ensure best practice and legislation is followed./p>

Organisational Development

Responsible for making sure alignment with the organisational goals and activities in a planned way. This is with a view to bringing about a particular result which will improve overall performance.

This team plays a critical role in working with people at all levels of the organisation to achieve these goals. They help to find underlying issues, challenges and opportunities. Also, they recommend approaches to develop the organisation.

They are responsible to engage, develop and maximise the potential of employees at all stages of their employment. From hiring to retiring, which is the employee's lifecycle, with the aim of enabling an inclusive, skilled workforce equipped to deliver the Council's priorities.

They are also a key partner when working with partner organisations to consider issues, challenges and opportunities from a workforce place-based perspective. This approach to workforce planning makes sure we tailor delivery to the needs and strengths of Calderdale. To do this, we address systemic and structural barriers to achieve the outcomes of the communities we serve.

We offer a range of services and support in numerous areas, including workforce planning, apprenticeships, work and learning initiatives, career development and programmes of learning.

We engage with and provide advice and guidance to a range of internal and external partners including: Councillors, Adults Health and Social Care Providers, Children and Young People Providers, Schools and Statutory Bodies.

Health and Safety are responsible for ensuring that the Council complies with its health and safety obligations. This is achieved by developing policies, guidance and training strategies and monitoring and inspecting work places and activities. Appropriate advice is given to managers and employees to ensure work activities and the public's safety are not compromised.

HR Advisory

We are here to play a key role in driving change and performance throughout the organisation. With a strong customer focus we build effective business relationships with council services and with schools and partners through our traded services.

We aim to develop, inspire and motivate our workforce to perform at their best and to promote a healthy and productive working environment.

HR Advisory is responsible for the development of policies and strategies to attract, retain and develop an effective workforce. It provides a framework for managing change constructively. The Advisory Service also encourages and assists in the provision of high standards of personnel management and practice across the authority.

Workforce Development

Workforce Development are responsible for learning and development activities aimed at maximising the potential of employees and to assist the Council in the achievement of its strategic objectives. The section provides advice, guidance and support to all directorates of the Council in the pursuit of the Investors in People award.

The Council has an arrangement with Calderdale College for the delivery of nearly all vocational training. The Learning and Development section works with the College to ensure that relevant cost-effective training is being delivered.
