Calderdale Housing Strategy 2021-2026
This sets priorities and has an action plan for the next five years.
It is based on a range of local, regional and national priorities and sets out:
- The priorities for existing and new homes in the Borough.
- How housing will support Calderdale in its economic recovery.
- How we will make new and existing homes attractive and good to live in.
- How housing relates to other Council strategies and ambitions.
We will work in partnership to meet these along with housing providers and regional/national groups.
More strategies and plans will be made to deal with specific issues.

Housing-led projects
Our Housing Enabling and Projects team do initiatives that support our vision to be the "Best Borough in the North". Here are some of our housing-led projects:
Affordable Housing Fund
This is grant funding of S106 monies and other ring-fenced monies.
It is just for affordable housing projects to enhance the delivery and design of this type of housing in Calderdale.
You can apply if you are a:
- Small or Medium Enterprises (SMEs);
- Community Land Trust;
- Registered Provider;
- Private Developers;
- or others that provide innovative ways to deliver this housing.
We urge local applicants to apply so the funds support the local economy.

About the service
Housing Strategy and Growth Team
This team can help landowners, developers, SMEs and Registered Providers to bring forward sites for development.
We want to help facilitate the development of homes and regeneration of areas. This will help achieve Calderdale's 'Vision 2034' of being an enterprising place, full of opportunity, where we can all live a larger life.
Our objectives
Increase the Provision of Affordable and Accessible Homes as well as Increasing Overall Housing Supply: Facilitate the development of high quality affordable, sustainable and accessible homes that meet the needs of our residents, Local Plan targets and the Council's priorities.
Regeneration of Brownfield Sites: Improving the provision of homes identifying underused or vacant land for repurposing into both market and affordable housing and supporting wider regeneration projects.
Monitor and Review Housing Delivery: Continuously assess local housing needs and contribute to Supplementary Planning Documents (SPDs).
Working Together: Develop strong working relationships within and outside the Council, attracting a diverse range of housing developers and empowering local SMEs.
How we can help as a service
Break down barriers to housing development
- Provide advice and support to landowners, developers, SMEs and Registered Providers and offering early engagement to address any concerns or barriers that may arise such as funding shortfalls or planning concerns.
- Address stalled sites by offering support and guidance to overcome challenges and ensure project momentum.
Release land for development
- Identify surplus or vacant land within Calderdale ownership for new housing development and liaise with Corporate Assets and Facilities Management to break down barriers to development.
- Providing support to regenerate brownfield sites and identify potential funding streams available.
Funding support
- Provide support to developers, SMEs and Registered Providers and help them secure financial support for their housing developments. Including through our trusted partners at the West Yorkshire Combined Authority (WYCA) and Homes England.
- Actively explore and secure various funding opportunities to support the development of affordable homes and regeneration of brownfield sites.
Section 106 (S106) agreements
Assist developers with the S106 process to secure affordable housing contributions. This ensures that projects align with affordable housing targets. We also work with developers to help assign an appropriate Registered Provider for S106 affordable housing.
Partnership working
Encourage and facilitate strong partnership working between developers, Registered Providers, WYCA and Homes England to enable the delivery of high-quality, affordable housing in Calderdale.
Communications and Events
Annual Housing Forum
The team hold an Annual Housing Forum which hosts a range of speakers primarily covering housing delivery in Calderdale. There is the chance to meet other stakeholders and discuss experiences, opportunities and share best practices.
