About the service

Our Housing Strategy and Growth team helps landowners, developers, SMEs and registered providers to unlock sites for development and regeneration.

We aim to achieve Calderdale's 'Vision 2034':

A place full of opportunity and an enterprising place, where everyone can live a larger life.

Our objectives

  • To support the development of more affordable and accessible homes, and increase the overall housing supply. We make sure that these homes meet the needs of our residents, Local Plan targets and our priorities.
  • To support the regeneration of brownfield sites. We identify underused or vacant land and help repurpose them into market and affordable housing.
  • To monitor and review housing delivery in Calderdale by ongoing assessment of local housing needs. We also help to make SPDs.
  • To develop strong working partnerships within and outside the Council. We attract a diverse range of housing developers and support local SMEs to get involved.

How we can help as a service

Break down barriers to housing development

We provide advice and support to landowners, developers, SMEs and Registered Providers. We help address any barriers that arise such as funding shortfalls, planning concerns or if a site has become stalled.

Unlock land for housing development

We:

  • Identify surplus or vacant land that we own.
  • Liaise with the our CAFM Team to break down any barriers to development.
  • We help support the regeneration of brownfield sites and identify available funding streams.

Funding support

  • We help developers, SMEs and registered providers to secure funds for their developments. This includes via our partners at the WYCA and Homes England.
  • We look for funding to support the development of affordable homes and regeneration of brownfield sites.

Section 106 (S106) agreements

We:

  • Help developers with this process to secure affordable housing contributions. This makes sure that developments align with affordable housing targets.
  • Work with developers to help assign an appropriate Registered Provider for S106 affordable housing.

Partnership Working

We encourage and facilitate strong partnership working between developers, registered providers, WYCA and Homes England. This is to aid the delivery of high-quality, affordable housing in Calderdale.

Annual Housing Forum

We hold this in autumn and:

  • host a range of speakers that mainly cover housing delivery in Calderdale;
  • you have the chance to meet other stakeholders.
