Community Management of Assets (CMA)

Find out about our policy and the process if you want to manage a Community Asset.

This is for community groups and other relevant bodies.

You can talk to us about taking on a greater role in the use (or management) of Council assets. We will go through the options with you and agree on the next steps.

Where available, groups can make a request for a Community Asset Transfer. Please note: This is not the same as the Community right to bid.

If managing a Council asset interests you

First of all, get in touch with your Local Neighbourhood Team about you proposal.

When you develop a proposal, it is useful if you:

  • Gather evidence to show:
    • how the local community will benefit from the transfer;
    • and what support they have for it.
  • Check that the land and buildings in question would be able to generate enough income to fund:
    • repairs;
    • maintenance;
    • and ongoing running costs.
  • Consider if you need external funding and which funders you would approach.

What a CAT is

It is when the management and responsibility of a community assets is transferred to a community organisation. This could be a building or land that is owned by the Council.

Why assets are transferred

To enable longer-term benefit to our communities by local resources being into the hands of the community.

Who can apply

Local community-based organisations whose activities are wholly or mainly in Calderdale and who are properly constituted as:

  • A Community Interest Company (CIC).
  • A Charitable Incorporated Organisation (CIO).
  • A Town/Parish Council or Community Council.
  • A Co-operative.

Things to consider before you apply

It is important that you understand the commitment and levels of responsibility involved. You would be responsible for managing the asset from the point of transfer, which includes:

  • all repairs;
  • ongoing maintenance;
  • running costs;
  • and insurance.

Please consider your group's capacity to manage this as part of your project development.
