Monitoring

Find details about what we monitor with our Local Plan, Housing Land Supply and Self/Custom Builds.

Local Plan

We will show the progress of the Local Development Scheme and the policies of our Local Plan.

The Annual Monitoring Report (AMR)

This covers financial years and uses the framework set out in our Local Plan. We tend to publish this each December and the latest report is for 2023-2024. This is used to:

  • assess the relevance and success of the Local Plan;
  • and find out what actions are needed.

It also gives an update on:

  • our housing land supply position;
  • and progress on all allocated housing, employment and mixed-use sites.

We do try to make sure that all data reported is up-to-date, but some data was not available. This is noted in the report.

For AMRs published since the Local Plan was adopted (March 2023), please visit:

For earlier reports, which include those that measure against the Calderdale Replacement Unitary Development Plan, please email: spatial.planning@calderdale.gov.uk.

Housing Land Supply

This report sets out a detailed look at:

  • the five-year housing land supply (5YHLS);
  • and housing track for both Local Plan allocated sites and windfall completions.

We publish this each year. To view the report, visit:

Self and Custom Build Housing

We monitor/report on our duty to grant enough planning permissions to meet the demand shown on the Self-build Register. This is shown over a rolling three-year period.

For more details, see: Self and Custom Build Housing.

Town Centre Surveys

We undertake surveys of our Town, District and Local Centres to:

  • monitor how effective existing planning policies are on retailing and town centre issues;
  • and provide an overview of the health of these centres.

For more details, please visit: Retail Surveys.

Other

At times, we do other work to keep an up-to-date evidence base for policy making. This includes:

  • employment land;
  • and housing need assessment.

We will add links for these when they are ready.

Housing Delivery Test Measurement 2022

Over a rolling three year period, this is a percentage of:

  • Total net homes delivered (divided by) Total number of homes required.

We asked the Department for Levelling Up Housing and Communities (DLUHC) to re-calculate it. (Using the housing requirement in our Local Plan.)

The measurement is now 78% and not 49% as published by DLUHC on 19th December 2023.
