Community Infrastructure Levy (CIL)

Community Infrastructure Levy (CIL) is a potential new tax on all "chargeable" development across Calderdale.

Our CIL development was put on hold while our Local Plan went through examination in public.

Since the Local Plan was adopted (March 2023),  an up-to-date CIL evidence base has been prepared. 

The Council are consulting on the updated Draft Charging Schedule from 10am Friday 3rd January 2025 until 5pm Friday 14th February 2025. Please refer to the consultation portal for more details and how to comment.

After this, there will be an examination of the CIL later in 2025.

Submission for examination

Following the public consultation, the Draft Charging Schedule will be submitted to the Secretary of State for examination.

The CIL examiner

We agreed to the appointment of Katie Child BSc (Hons) MA MRTPI to conduct the examination.

The programme officer

Prior to the examination the Council will appoint an independent programme officer for the examination. They will work under the Examiner's direction.

CIL examination hearings

The precise date for the opening of any formal hearing part of the examination will be decided by the Examiner.

This will be notified to participants by the Programme Officer and shown on this page.

CIL examination library

Once the CIL is submitted to the Secretary of State the documents will be placed in the library. This will include all the evidence to support the CIL Draft Charging Schedule.

When you complete a Law Society form CON29 "Enquiries of the Local Authority" (2016):

  • the answer to question 3.10(a), which relates to CIL is 'no';
  • the other questions in 3.10(b) do not need to be answered.
