Here you can find guidance on accessing planning applications and how to register your comments online.

Search for a planning application

The search window on the system has several tabs for different forms of search:

  • Simple: Enter a keyword, reference number, postcode or single line of an address.
  • Advanced: Enter more criteria to narrow the search target.
  • Weekly/monthly: See all the applications, either validated or decided, for a specified period.
  • Map: Use this to see all the applications within an area.

You can get email alerts about specific applications or searches that you have saved.

We aim to make planning applications and their documents available to view within 24 hours of being validated.

Note: Application statutory publicity periods are extended by one day for each public holiday that falls within that period.

How to register

To register on the Planning Public Access system, visit:

You will receive an email with a link to confirm registration. Please click on the link promptly.

If you do not receive the email, check your Junk mail. All emails from the Public access system come from: public.access@calderdale.gov.uk.

If your email address is already registered, you will receive the message:

  • "A user has already registered with that email address".

Email alerts

To get email alerts for applications of interest:

  • For consultations, letters of representation, amended plans and status changes:
    • Search for the application of interest and select the 'Track application' option.
  • For applications received and validated in a specified area:
    • Define the search criteria using the 'Advanced search' option and select 'Save search'.

If you cannot open a PDF, under the 'Documents' tab, right-click the PDF and select "Save Target As".

Your personal information

We welcome comments from you about proposals that might affect you.

  • Your comments provide an important perspective when considering the impact of a development.
  • We also know that you may have concerns about your personal information being made available on our website.
  • We need to balance your concerns alongside the ability for everyone to understand why and how we reach a decision.

We need to know how a proposal will impact you and/or your property. This can lead to changes to a proposal to mitigate that impact. Where that is not possible, the impact will be considered fully in the decision making process.

As such, it is important to publish your address with your comments, but not your name.

Note: If you have submitted comments on an application before, your name might still be published. If you want it to be removed, please email planning.applications@calderdale.gov.uk.

Anonymous comments

Please be aware that we will not accept anonymous comments, we do need your name and postal address.

If you are concerned about your address being published with your comments, contact your Ward Councillor.

  • Ask them to submit your comments on your behalf.
  • Planning Officers will be made aware of your name and address, but they will not be published.

Defamatory, libellous, offensive or abusive content

Letters of this nature will not be considered as part of the application assessment.

Important note: These may be passed to the Police for them to investigate.

Before you make a comment

You must create an account on the Planning Public Access system:

Your comments can be any length, but the system will time out after 60 minutes if not being used.

  • If you do submit long comments, create them in another document, then copy that to the system.
  • Also, please state if you want an email to acknowledge receipt.

You can also submit your comments in writing (include the planning application reference number). Send this to Planning Services, C/O The Town Hall, Crossley Street, Halifax. HX1 1UJ.

Please print your name rather than sign the letter and do not include personal email addresses or phone numbers. Your letter will be scanned and added to the website. You will not receive an acknowledgement.

Please note: If you submit photos or documents, do not include car registration details or people's faces. These are classed as personal information and must not be included with your representation. Please redact/remove these elements before you submit them.

How long you have to submit comments

Planning application timescales

Applications can be publicised in a number of ways:

  • Letter to notify neighbours;
  • site notice;
  • or press notice.

You are advised to submit your comments within three weeks of the start of this publicity.

We must to take in to account any comments submitted up to the point an application is determined. Please note: We can determine an application once the publicity period has expired.

  • The Neighbour Consultation;
  • latest advertisement;
  • and the latest site notice expiry dates.

What issues can be considered

We will review and take into account all the planning related comments received, during the assessment of the application.

Issues we can consider

  • The quality of the environment in the area or the visual character of a street. (This includes the scale, design and materials of buildings and the landscaping of a site.)
  • The amenity and privacy of dwellings.
  • The character of an area in other senses (in terms of noise or other forms of pollution).
  • Road safety. (Both directly as in the case of a dangerous access or indirectly in terms of car parking and traffic generation.)
  • Public services, such as drainage and water supply.
  • Public proposals for using the same land.
  • Public rights of way.
  • The need to safeguard valuable resources such as good farmland or mineral reserves.

Issues we cannot consider

  • The loss of an attractive view.
  • The fear that an objector's house might be devalued.
  • 'Trade objections' from potential competitors.
  • Moral objections, for instance against betting shops, lottery kiosks or amusement arcades.

Amended plans

Sometimes schemes are amended and revised plans are submitted. These will be made available online within 24 hours of being received.

Note: If the changes are considered to be very minor, we will not:

  • Publicise the amendments;
  • and will not invite comments from the public.

Otherwise, further publicity will be carried out, asking for the public to comments.
