We are expanding Calderdale's public EV charging network to support a cleaner, greener future. Our goal is to be carbon net zero by 2038. This initiative is part of our commitment to tackle climate change and improve air quality.
Why EV Charging Matters
We encourage the switch from petrol and diesel to electric vehicles to:
- Create a healthier, greener and cleaner environment.
- Cut air pollution and reduce CO₂ emissions from road transport.
- Lower noise pollution, as EVs are quieter to run.
The Local EV Infrastructure (LEVI) Fund
This supports local authorities in England to plan and deliver EV charging infrastructure. It was launched by the Office for Zero Emission Vehicles (OZEV) to:
- Speed up the rollout of low-powered, close-to-home charging.
- Support residents without access to off-street parking.
Our Partnership and Phased Approach
The LEVI funds allow us to work with the West Yorkshire Combined Authority to deliver this project in three phases.
Phase 1
This will start in 2026.
- Installation of up to 130 charge points.
- A mix of on-street and off-street chargers.
The speed of the chargers will vary to meet local needs across Calderdale and the project criteria.
Enforcement of electric vehicle charging bays
Our Civil Enforcement Officers (CEOs) will enforce the use of the bays where there is a:
- Traffic Regulation Order (TRO);
- or Parking Places Order (PPO) in force.
A Penalty Charge Notice (PCN) will be issued to:
- vehicles not classified as an electric taxi that are parked in taxi only bays.
- any vehicle parked or waiting in an electric vehicle charging bay, but not actively charging.
Currently, if actively charging, you do not need a ticket or an active cashless session in place.
Charging your EV on the highway outside your home
- We do not permit the installation of cable channels or gullies in the footway.
- Cables for charging vehicles cannot be trailed across the footway.
This is in line with the Highways Act 1980 section 178 clause (1).
We are working with the WYCA to review this and other on-street charging solutions.
We are drafting a policy to support the development of our EVCP infrastructure. Until that time public charge points can be used.
