Proposed scheme
This scheme includes changing routes around the town and creating welcoming gateways for visitors as they enter and leave the town centre, especially at Alfred Street East/Church Street. We aim to connect local communities on the periphery of the town centre, and increase areas of public realm. The layout of roads and junctions will change to make it safer and easier to navigate around the town.
Proposals include improving key junctions with traffic lights which include pedestrian crossing facilities. These signalised junctions will improve operational efficiency for buses and general traffic moving through the east of town.
The changes will help connect Halifax Rail Station to the town centre with a new gateway at Square Road. We will be creating a new road at the side of Hughes Corporation Building, which follows the old alignment of Church Street. This allows the existing section of Square Road next to Piece Hall to become pedestrianised, with loading and access only allowed.
New pedestrian crossings will also be introduced on Lower Kirkgate and Square Road to assist pedestrians crossing at these locations.
A bus gate will be implemented on Charles Street, between Square Road and King Street to limit access to buses, cycles, taxis and motorcycles only. The exit from Woolshops car park on Hatters Fold will be right turn only onto Square Road.
Cycle lanes will be introduced along the key route to/from Halifax, at the junction of New Road and Church Street. The exit from Prescott Street will be a left turn only onto Church Street. Motor vehicles will no longer be able to access New Road from this junction but will be able to from Wellington Place.
From School Street, vehicles will need to use Bath Street instead of Lilly Lane to access Church Street.
Some other TRO changes in this area are also proposed, which include:
- Changes to existing waiting and loading restrictions.
- A loading bay at Causeway.
- Motorcycle parking at Commercial Street.
- Motorcycle parking and car club parking on Alfred Steet East.
- Parking and loading restrictions on Deal Street.
- Changes to existing P&D parking times on Mulcture Hall Road, King Street and Commercial Street to ‘8am-8pm all days’ to bring them in line with other restrictions in the area.
To achieve the objectives of the scheme as outlined above, requires the introduction of new/amended traffic regulation orders (TROs). This is the legal process required to enable enforcement of the restrictions.
