POD and POE restrictions have been set up in areas where:
- Residents have had problems with other people driving and parking on the road or street outside their homes.
- In the past, it was not possible to introduce a Resident Permit Zone (RPZ).
These problems are often caused by vehicles of businesses or shoppers that park on the streets to avoid other restrictions.
To ease this problem, access is restricted to residents only. They will be issued with permits to allow them to drive on the road or street outside their home.
A POD/POE is created through a Traffic Regulation Order (TRO). Signs for these areas state:
- 'Except for permit holders and for loading' at the entry point to the street;
- and the restriction applies anywhere beyond the signage.
Where the permit is valid
- Within the designated area only.
Note: This is not a parking permit and does not carry any parking exemptions.
Permit duration
- 12 months from the date of issued.
Eligibility
Only residents that need access to their property in a POD/POE area are eligible for this permit.
Permit cost
No charge (as this is an access permit).
Permits you can have
Up to three permits can be issued to your property. You must wait for these to be posted to your account address. They can be a mix of:
- Prohibition of driving/entry permit: This needs vehicle registration number to be assigned to it.
- Prohibition of driving/entry visitor permit: This is not vehicle specific.
How to apply
As part of the application process, you will be asked to give proof of:
- Residency;
- and that your vehicle is registered to your account address.
Documents we accept as proof:
- Domestic Council Tax bill.
- Tenancy agreement.
- A V5C Registration document (Logbook), lease agreement or letter of authority (where this applies).
Please note: Utility bills are not accepted.
You will not need to provide the Council Tax bill or tenancy agreement, if you:
- Are happy for us to confirm your resident status from the Electoral Role or other Council databases.
- Agree this in the application process.

Change the vehicle on your permit
You can do this online at anytime.
- You must also return your paper permit to: Parking Services, PO Box 51, Halifax. HX1 1TP.
- When we get your old permit, we will process a new permit and post it to your account address.
Renewing a parking permit
Permits are not renewed automatically. The permit holder is responsible for doing this. A reminder is sent:
- To the account holder's registered email address.
- At 28 and 14 days from expiry for permits bought with more than one month.
Enforcement of POD/POEs
Important note: This is a moving traffic restriction that the Police enforce.
Councils Civil Enforcement Officers (CEOs) are responsible for are any formal parking restrictions within the designated area, like yellow lines.
Please note:
- These are not parking permits, they allow access only.
- They are issued to comply with the restriction as a vehicle moves through the restricted area.
- The permit must be clearly displayed in the vehicle, in order to be verified.

- The permit is not a Residents Parking permit. To park in a nearby RPZ will need a Residents permit for that specific zone.
- The permit must only be used by:
- Vehicles registered to the eligible property:
- and where the registered keeper is also a resident at the property.
- The permit must always be clearly on display in a vehicle within the POD/POE restriction. (To be verified by the Police if need be.)
- The permit cannot be used to park in any other areas, such as a car park.
- If you change your vehicle, you must update your Vehicle Registration Mark (VRM). You can do this via the online permit portal at any time.
- You must also return your paper permit to: Parking Services, PO Box 51, Halifax. HX1 1TP.
- When we get your old permit, we will process a new permit and post it to your account address.
