Suspended bays and parking waivers

How to get permission to park in controlled parking areas when working.

Permits can be issued to vehicles who need to park within controlled parking areas while they work at specific addresses. They are mainly used by shop fitters, builders and similar trades. There is no eligibility criteria.

These permits are needed for scaffolding and skips that occupy pay and display parking bays within a controlled parking area.

Please note: To erect scaffolding or place a skip on a highway, you must get a skip licence or scaffolding licence. This is in addition to suspended bay permit.

Permit cost

Type Cost per bay
On Street £20 (per day)
Car Park £10 (per day)

Terms and conditions for suspended bay permit

It is important that the driver and permit holder comply with the terms and conditions (T&Cs) of use. This is to make sure that a PCN is not issued.

Parking Services will not cancel any PCNs where the T&Cs (below) are not adhered to.

  1. Payment must be received before any permits are processed. This payment is not refundable.
  2. Permits can only be used in the areas stated in the confirmation email.
    • On-street permits can be used in any on-street pay and display bay.
    • Off-street (car park) permits can only be used in car parks.
  3. Permits must only be used:
    • by vehicles defined on the application;
    • for the specific use requested on the application which has been authorised by Calderdale Council.
  4. The permit does not guarantee a parking space, nor does it reserve a parking space solely for your use.
  5. A maximum of five vehicles can be registered to each permit, but only one can be active at any time. The driver is responsible for making sure the permit has been allocated to the correct Vehicle Registration Mark (VRM). This can be done via the online permit portal at anytime.
